  1. MINUTES

The minutes of the meeting held on 22nd June, 2000 were approved as a correct record and signed by the Chairperson.

  1. EXCLUSION OF THE PUBLIC

RESOLVED – That the public be excluded during discussion on the following items of business on the grounds that, if members of the public were present during the discussion, because of the nature of the business to be transacted there would be disclosure to them of exempt information as defined in Section 100(I) of the Local Government Act 1972 and as described below:

"Information relating to the adoption, care, fostering or education of any particular child."

  1. TRANSFER TO SECONDARY EDUCATION, SEPTEMBER 2001

The Committee was advised that, following appropriate consultation, the County Council had agreed to replace the first admission criterion of attendance at a linked feeder primary school with the requirement of residence with the catchment area of the secondary school with effect from September, 2001. The "Rotherham" judgement had established that Local Education Authorities must request parents to express a preference for the school they wished their child to attend, in response to which the County Council had received 2902 preferences for placements in Community Secondary Schools, all of which needed to be considered under relevant legislation. Whereas it was possible to comply with the majority of the preferences, the demand for places in Cardiff High School, Radyr Comprehensive School and Whitchurch High School had exceeded availability and the Committee therefore considered preferences on their individual merits in accordance with the County Council’s published admission arrangements.

RESOLVED – That the applications in respect of Cardiff High School, Radyr Comprehensive School and Whitchurch High School be dealt with as follows:

School Decision
a. Cardiff High i. Case nos. 1, 2, 3, 4, 5, 6, 7 and 8 be approved, subject to the receipt of satisfactory documentary evidence confirming residence within the catchment area;

 

ii. Case no. 9 be approved on compelling medical/social grounds;

 

iii. Case nos. 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41, 42 and 43 be approved as there will be an older brother or older sister in attendance during the 2001/2002 academic year;
iv. Case nos. 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, 66, 67, 68, 69, 70 and 71 be not approved;
b. Radyr Comprehensive i. Case nos. 1, 2, 3, 4, 5, 6 and 7 be approved, subject to the receipt of satisfactory documentary evidence confirming residence within the catchment area;
ii. Case nos. 8, 9, 10, 11, 12, 13, 14, 15, 16, 17 and 18 be approved as there will be an older brother or older sister in attendance during the 2001/2002 academic year;
iii. Case nos. 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 35, 36, 37, 38, 39, 40 and 41 be not approved.
c. Whitchurch High Case nos. 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28 and 29 be approved.
